They often listen their price and you can often message these creatives ahead of time if you have any specific instructions. In most cases it is a work-for-hire because you are paying them for a service. However, some may have license terms. It's up to you to negotiate the terms of service you're most comfortable with. Beware of price gauging {exploitation} during negotiations. I have used Fiverr myself to find creative artists to help me with my projects. This was really hard to do in the past but now it is so easy to find someone that can help you with your project. Make sure you vet them properly as there are many scams / bots out there online and beware of price gauging.
